OCRmyPDF https://github.com/jbarlow83/OCRmyPDF seems to be able to convert to PDF/A format if you want to avoid online tools. Thanks. Thank you so much for posting this workflow. I was really helpful. I have a few modifications. :-) First I think the cover should be at the same size when scrolling the pdf file.
