Could the result you need be achieved by pasting one image directly on top of another image, and then outputting to PDF format? If so, could you make available a pair of test image files? Sorry, I used improper words: I wanted mean having, on same page, the text encoded in black and white in jbig2 ...

I was briefly experimenting with potrace and came upon references to the early, free version of a similar (MS DOS) program, cr2v.exe which apparently used to live (nearly 20 years ago) at http://www.celinea.com/demos/cr2v.zip - but the link is to another location which appears not to have been save...
